Each model has a narrow, named job. None of them get the final word — that stays with the reviewer, who can approve, modify, reject, request inspection or escalate.

Get there. Receive an assigned hydrant, navigate to its GPS location, and scan or select it on arrival.
Record it. View the latest telemetry, photograph the hydrant, and log accessibility and visible damage.
Test it. Record the pressure test, add notes, submit evidence, and review the AI-assisted findings before confirming or rejecting them.
Close it. Complete the work order, photograph the repair, re-test, and close the inspection.

This is an ordinary fire hydrant, out on the street. It's the physical thing everything else in this system is built to protect and keep working, so it's ready the moment a fire crew needs it.

South African fire by-laws already require periodic inspection and pressure testing. The gap is continuous, scalable visibility — not the existence of the rule itself.
